Car Rental Conditions for Foreign Nationals in Turkey

a) The RENTERS of Turkish citizen acknowledge and agree that driving in Turkey with the driving license obtained abroad is only possible under the following conditions and conditions:

1) Driving licenses obtained from foreign countries can be used for a maximum period of 1 year from the date of entry into our country.

2) Those who stayed more than six months in our country must keep their driving licenses along with the Turkish translations of their driving licenses approved by the foreign delegations and notary publics.

3) At the end of one year, the driving licenses obtained from foreign countries must be replaced with the driving license of our country in order to use the vehicle in our country.

b) The RENTERS of Foreign country citizen acknowledge and agree that driving in Turkey with the driving license obtained abroad is possible under the following conditions and conditions:

1) Driving licenses obtained from foreign countries can be used for a maximum period of six months from the date of entry into our country.

2) At the end of six months, the driving licenses obtained from foreign countries must be replaced with the driving license of our country in order to use the vehicle in our country.

◦ Notwithstanding the provisions of relevant laws and bilateral and multilateral agreements, the procedures and principles regarding the replacement of the driving licenses obtained from foreign countries with the driving licenses of our country are as follows:

a) The application may be made to any traffic registration authority.

b) Information and documents required to be submitted during the application are determined by the General Directorate of Security.

c) Except for training and examination provision set forth in the article 41 of the Law no. 2918, the conditions of not being convicted, age, education and healthiness are required as qualifications for those who are to obtain a driving license. However, notwithstanding the provisions of the bilateral or multilateral agreements, for foreigners who have diplomatic exemption, their written declarations that they have the necessary conditions are taken into consideration.

ç) If necessary, examination and investigation can be carried out about the accuracy of the driving license through the Ministry of Foreign Affairs or our foreign delegations.

d) Foreign driving licenses temporarily issued are not replaced.

e) Any driving licenses from countries which are not parties to the Highway Traffic Convention and which do not have a bilateral agreement on mutual recognition and exchange of driving licenses are not replaced with the driving license of our country.

f) The driving licenses of Turkish citizens from the countries which are parties to the Highway Traffic Convention are replaced with counterpart or equivalent driving licenses.

g) Foreigners' driving licenses for motorbike (moped), motorcycle, rubber-tired tractor, construction equipment or automobile type vehicles obtained from the foreign countries which are parties to the Highway Traffic Convention are replaced with the equivalent driving licenses of our country, and the driving licenses issued for driving other types of vehicles are replaced with Class B driving licenses of our country, however the driving licenses entitled to use such vehicles by attaching a trailer are replaced with the Class BE driving licenses of our country. In case of request for any other class driving licenses, training and examination conditions are also required.

ğ) Those obtained a driving license from foreign countries must turn their driving licenses obtained from foreign countries into the driving licenses of our country so that they can obtain a different class driving license in our country.

h) Driving licenses from foreign countries replaced with the driving licenses of our country are sent to the respective country.

ı) Pursuant to article 39 of Law no. 2918, legal actions are taken for those driving the vehicle with the driving licensed obtained from foreign countries without fulfilling the conditions specified in this article.

General Rental Conditions

Driving License and Age Restrictions

In order to rent a car, you must be at least 23 years of age have at least 1 year of driving license. The minimum age limit may vary depending on different vehicle classes.

Rental Period

The rental period is at least 24 hours.

Services Included in Rental Price

The prices declared for daily car rentals include the following services: Right to use 300 km (400 km in case of Van type vehicles) per day, Damage Liability Insurance, Theft Insurance and 18% Value Added Tax

Services Not Included in Rental Price

The products and services that are not included in the price declared for all vehicle rentals are as follows: Fuel, Personal Accident Insurance, Mini Damage Insurance, Voluntary Financial Liability Insurance, One-Way Fee, Delivery/Reception Fee depending on the Office availability, Baby Car Seat, any accessories and add-ons such as navigation device etc., Additional Driver Fee and Bridge and Highway Passage Device/Card Usage Toll

One-Way Service

In the event that the vehicle is taken from an office and returned to another office, a one-way fee set forth by Popy is charged. Fee details vary on office basis and can be seen during the reservation stage. You can get detailed information by calling our Reservation Center.

Additional Driver Service

In order for the vehicle to be used by person(s) other than the renter, the Driving License information for the additional driver must be added to the Rental Contract with additional charge. In case of an accident by a driver and/or drivers which is/are not included in the rental contract, any and all insurances are deemed to be null and void, and both the renter and any person(s) driving the car are to be severally and jointly held responsible. You can call our Reservation Center for price and detailed information. (Additional driver rental conditions are the same as those of the Driving License and Age Restrictions)

Vehicle Delivery / Reception Service

All vehicle deliveries and receptions are made at Popy offices. A car delivery/reception service between 0-30 km can be purchased separately at the time of reservation, provided that it is within the district municipality boundaries in the cities and towns where Popy is located. Delivery and reception in the cities and regions where Popy office is not available is separately charged. You can call our Reservation Center or our sales offices for further information.

Vehicle Return Period

In the case of delays up to 2 hours in return of the vehicles, 1/3 of the rental price set in the contract is collected for each hour, and in case of delays exceeding 2 hours, 1 full daily rental price is collected.

Payment Terms

◦ The total rental amounts and insurance charges are collected at the beginning of the rental period from the credit card of the person who rented the car. There is no cash payment, debit and virtual card application available. In L, X, V, W, T and K vehicle groups, a double credit card of different banks must be submitted.

◦ The rental contract is opened during the rental period and is arranged pursuant to the laws and practices of the country in which it is rented. Popy General Rental Conditions apply for the rentals to be realized.

◦ The difference in the amount of invoice that may occur at the end of the rental period is collected or returned by the rental office.

◦ The credit card holder must be present in person during the rental. It is not possible to rent through a credit registered to someone else.

◦ In addition to the rental price, a certain amount of deposit is collected from the credit card submitted by the customer depending on to the vehicle brand and model to be rented. For this reason, limit availability (up to the total amount of rental fee and deposit) is required. The amount collected as deposit will be refunded to the same card at the end of the rental period after deducting any other services not included in the reservation, such as the above-mentioned additional services, insurances, missing fuel, damage, fines etc. Deposit refunds are reflected on your credit card within 3-5 business days following the return transaction depending on the internal communication of the bank.

Prepaid (Online) Reservation Conditions

◦ "Online Payment" means that the rental price and the additional service fees selected will be paid online. For payments made through the 3D secure system, the card holder and the reservation owner must not be the same person during the payment on the internet, but the renter must submit a credit card of his/her own at the time of the rental and the deposit must be collected from this credit card.

◦ If Popy fails to perform the rental service for any reason, the full amount paid by the customer is refunded.

◦ Popy Prepaid Reservation Forms indicating a prepaid amount replaces the payments of amounts written on the reservation form only for the prepaid reservations in case of rentals to be made at POPY rental locations. It does not include additional services and insurances that the customer may request at the beginning or in the process of the rental, as well as the expenditure costs such as fuel, one-way etc. Our customers must submit a credit card during the rental for any other service, insurance, expenditure or traffic ticket and damage costs (in the event that the conditions written in the contract and described in the section of things to do in case of accident and theft are not fulfilled) which are not included in the Prepaid Reservation Forms.

◦ All kinds of commissions, foreign exchange differences, service fees etc. which the banks of the respective credit card used can charge for any reason during the reflection of payments on the credit cards of our customers, are excluded from the responsibility of the Popy brand.

◦ Your personal FINDEKS inquiry is made so that your reservation is finalized. If there is a negative feedback from this query, the reservation will not be accepted and your money will be refunded on the same day. The time it takes for the money to return to your account may vary depending on your bank's processing speed.

Online Prepaid Reservation Rental Conditions

◦ For prepaid reservations, the rental day, time, vehicle details cannot be updated, and no change can be made. If a reservation change is requested, the reservation must be cancelled first. The following cancellation - refund conditions apply. After cancellation, a new prepaid reservation can be made in accordance with to the requested change.

◦ The discount entitled due to the prepaid reservation cannot be combined with another campaign.

◦ If the rental period exceeds the return date specified in the reservation form in the case of a rental with a prepaid reservation, the additional fee to be incurred when the rental contract is extended is collected from the credit card submitted by our customer at the beginning of the rental, and collected at the actual Popy List prices on the date of the extension days.

◦ In case of prepaid reservations, if the reservation is canceled 24 hours before reception time, the entire rental fee will be refunded by Popy.

◦ In case of prepaid reservations, when there is 24 hours to 3 hours left to the delivery hour, the 1 day rental fee will be deducted and the remaining amount will be refunded by Popy. (1-day reservations will not be refunded)

◦ In case of prepaid reservations, the rental fee will not be refunded for the cancellations made 3 hours before the vehicle delivery.

◦ In case of prepaid reservations, the vehicles belonging to our customers will be kept for 2 hours after the reception time, and our customers will be able to receive their vehicles within two hours. After 2 hours, the reservation will be automatically canceled by the system, and there will be no refund.

◦ In case of prepaid reservations, the days not used by the customer are not returned after the delivery of the vehicle.

◦ The refund of the prepaid reservations will be reflected on your card between 5-7 working days depending on the bank's transaction speed.

◦ In order to deliver the vehicles to our customers in Prepaid Reservations, the General Rental Conditions and following requirements must be fulfilled. If the following requirements are not met, the vehicle cannot be allocated, and the refund will not be made.

▪ The payment method is by credit card only, and there is no cash payment and debit card application.

▪ The amount of provisioning varying depending on the rental and vehicle group must be provided from the credit card of the person.

▪ The name and last name of the person who is to rent must be on the credit card.

▪ In addition to the rental price, there must be sufficient limit availability for the amount of deposit to be charged on the credit card.

▪ The person who is to receive the vehicle must submit the driving license and his/her credit card to Popy office.

▪ In order to rent the middle and upper segment cars, 2 Credit cards of different banks must be submitted.

▪ Users with a foreign driving license have the obligation to submit their passport to the office they will rent.

Cancellation and Refund Conditions

◦ If the reservation is canceled 24 hours before reception time, the entire rental fee will be refunded by Popy.

◦ When there is 24 hours to 3 hours left to the delivery hour, the 1 day rental fee will be deducted and the remaining amount will be refunded by Popy. (1-day reservations will not be refunded)

◦ The rental fee will not be refunded for the cancellations made 3 hours before the vehicle delivery.

◦ In case of deliveries, the vehicles belonging to our customers will be kept for 2 hours after the reception time, and our customers will be able to receive their vehicles within two hours. After 2 hours, the reservation will be automatically canceled by the system, and there will be no refund.

◦ The number of days remaining on the early delivery of the vehicle is not refunded.

◦ Users with a foreign driving license have the obligation to submit their passport to the office they will rent, otherwise the prepaid amount will not be refunded.

◦ Possible refunds will be reflected on your card between 5-7 working days depending on the bank's transaction speed.

◦ In order to deliver the vehicles to our customers in Prepaid Reservations, the General Rental Conditions and following requirements must be fulfilled. If the following requirements are not met, the vehicle cannot be allocated, and the refund will not be made.

▪ The payment method is by credit card only, and there is no cash payment and debit card application.

▪ The amount of provisioning varying depending on the rental and vehicle group must be provided from the credit card of the person. The name and last name of the person who is to rent must be on the credit card.

▪ The person who is to receive the vehicle must submit the driving license to Popy office.

▪ In order to rent the middle and upper segment cars, 2 Credit cards of different banks must be submitted.

◦ The discount entitled due to the Pay Now (Prepaid) Reservation cannot be combined with another campaign.

Change in Reservation

No change can be made in the prepaid reservation. If a reservation change is requested, the reservation must be cancelled first, and the above-mentioned cancellation - refund conditions apply. After cancellation, a new prepaid reservation can be made in accordance with to the requested change.

Unused Days

No refunds will be made for unused days if the vehicle is returned before the date range specified in the reservation form after the rental starts. If prepaid reservations have been made but the customer does not receive the vehicle on the date and time specified in the reservation form, the prepaid amount collected will not be refunded.

Extension of Rental Period

If the rental period exceeds the return date specified in the reservation form in the case of a rental with a prepaid reservation, the additional fee to be incurred when the rental contract is extended is collected from the credit card submitted by our customer at the beginning of the rental, and collected at the actual Popy List prices on the date of the extension days.

Traffic Tickets

Any liability and material traffic tickets to arise from non-compliance with applicable traffic laws shall be borne by the driver. Traffic tickets and illegal bridge and highway crossing fines, which occur within the vehicle rental period but which we receive after the end of the rental period, shall be collected from the person and/or company specified in the rental contract. The period of time that the vehicles are kept by official or local authorities for whatever reason is considered within the contract period. A service fee of TRY 20 + VAT is charged to traffic tickets.

Important Notes

In case of an accident, it is obligatory to provide accident report in accordance with to the form of the accident without changing the location of the vehicle or to apply to the nearest police or gendarmerie station and take the accident, theft and alcohol detection reports and inform the Full Support Line providing 24/7 service at 0216 656 73 10. If the vehicle is stolen, it is obligatory to apply to the nearest police or gendarmerie station and inform the Full Support Line providing 24/7 service at 0216 656 73 10. Otherwise, all insurances purchased shall be deemed void, and any damage that occurred, including material and immaterial damages suffered by 3rd parties, shall be collected from the renter. In case of vehicle malfunction or if there is any need for support for any reason, it is necessary to provide assistance from the line providing 24/7 service at 0216 656 73 10.

– Please make sure that the vehicle delivery and reception form is filled in and mutually signed at the start and return of the rental.

– To extend the rental period and notify/change the time and date of your return, please call the office where you rented the vehicle or the reservation center.

– In case of accident, vehicle malfunction, or if there is any need for support for any reason, it is necessary to call the Full Support Line at 0216 656 73 10.

– In case of periodic maintenance mileage of your vehicle during your use, please contact our Full Support Line so that you can continue your journey safely.

– In case of a UNILATERAL accident, burglary or theft, the nearest police or gendarmerie station must be applied without relocating the vehicle, and accident, theft and alcohol detection reports must be taken. In case of BILATERAL accidents, the drivers are obliged to fill the Material Damaged Accident Report as stated on the report, except as stated in the following articles. In case of bilateral accidents, the traffic accident report shall be issued by the traffic police only in the following cases.

– If the driver uses a motor-vehicle with no license

– If the driver is under age,

– If the driver is suspected to have take alcohol or to be mentally ill,

– If any one of the vehicles involved in the accident is owned by a public entity,

– If damage has occurred on any asset owned by a public entity,

– If damage has been incurred in the traffic accident only to the properties of the 3rd persons,

– If any one of the vehicles involved in the accident lacks traffic insurance,

– If the traffic accident has resulted with death and/or bodily injury,

Insurances

The description about our insurances is given below. The explanations are for general information purposes. Popy reserves the right to change this information time to time. Insurances included in your reservation are provided in your price offer and/or your booking confirmation.

You can purchase the insurances that are not included in your prices at our sales offices in the beginning of the rental. You can receive detailed information about the current limits from our sales offices.

Voluntary Financial Liability Insurance (LI-SLI): 3. These are the insurances covering damages to individuals.

Mini Damage Insurance (SCDW): It is the repair insurance based on the customer's declaration in cases where damage amount is below the amount determined by POPY.

Personal Accident Insurance (PAI): It is the insurance that securing the driver and the people in the vehicle within the insurance limits. It is calculated based on the number of seats in the vehicle. THE MENTIONED INSURANCES ARE FOR GENERAL INFORMATION PURPOSES. DETAILED INFORMATION CAN BE TAKEN FROM OUR OFFICES.
